     IOWA CITY, Iowa (AP) - Iowa City police say a Crimestopper tip led to the arrest of a 17-year-old suspect in the death of an Illinois landlord. Charles Thompson has been charged with first-degree murder in connection with the October death of John Versypt at an Iowa City property he managed. Police believe Thompson planned to rob Versypt.
    
     DES MOINES, Iowa (AP) - A state official says the Iowa Homeland Security and Emergency Management Division's Web site has been "compromised." Division administrator David Miller says the incident also affected other Web sites operated by the Iowa Department of Public Defense. He adds the public shouldn't attempt to access the department's Web site until the problem is resolved.
    
     DES MOINES, Iowa (AP) - Gov. Chet Culver is urging Iowans to assemble emergency kits and buy flood insurance as warmer temperatures begin melting deep snow. At a news conference today, Culver said the biggest dangers are in the basins of the Des Moines, Raccoon, Iowa and Cedar rivers.
    
     IOWA CITY, Iowa (AP) - The University of Iowa is doing away with old-fashion locks on all exteriors doors on over 100 campus buildings. Officials say replacing the locks with electronic card access has several security and efficiency benefits, but tight finances threaten the project, which started in 2008.
