That is Joel Chandler, Storm Water Coordinator for the City of Marshalltown, he mentioned those households just got warnings this time. He would rather educate people than fine them immediately.
Sometimes people treat their lawns with different chemicals, and those chemicals is what the DNR wants to keep out. Reminder to blow your grass clippings onto your yard or in a bag.
