Concerned Marshalltown citizen, Jim Shaw, has been speaking during the public comment openings during City Council meetings for many months.  His topic is usually the same, dog bites and dog attacks.  Shaw cites a recent email sent to the city council sent by Police Chief Mike Tupper

Of those 550+ calls only 40 of them were for dog bites.  Chief Tupper then responded

Chief Tupper mentions that there is not a large enough issue to require an ordinance change.
