Marshalltown voters could decide whether or not they want to implement a franchise fee that would add a charge to the bills of utility customers as soon as March of 2023. The City Council presented the idea and using the excess money for street improvements, building maintenance, public safety investments and property tax relief. Over 209 cities in Iowa utilize a franchise fee, which cannot exceed 5%, and councilman Dex Walker mentions that a 5% tax in Marshalltown would generate roughly $2.6 million on an annual basis. Gary mentions that the council hasn’t addressed the streets as much as they have promised in the past. If the city gets more money, the council will need to address the needs first.
