Around 7:15pm on Friday, July 28th the Marshalltown Police Department responded to the 500 block of Linn St. to conduct a welfare check on dogs left unattended outside a residence. 3 dogs were found tied up in the backyard, 2 of the dogs seemed in distress from the heat and the 3rd was deceased. The officers continued to investigate the residence and found 4 canine puppies inside that also appeared to all be neglected. All dogs were taken from the residence and taken into protective custody. The Police Department then arrested 24-year-old, Rosalio Manuel Hernandez, he has been charged with Animal Neglect Causing Death and Animal Neglect not Resulting in Injury or Death. The investigation is on-going.
